I might be a bit mixed up on what this is, but it isn't a Wallpaper Builder as far as I can tell. It basically lists lots of wallpapers to choose from and lets you set them as the background. To be clear, aside from setting a "live wallpaper" or "video wallpaper", there doesn't seem to be any editing features. • Is it worth the price of $3.99?
