It is a PC, MS-DOS port of a game that uses the Amiga / Atari control scheme with the stick direction + action button choosing the action. This is so antiquated they made Atari 2600 controller overlays for this stuff. The manual does not reflect the MS-DOS port control scheme in the slightest.
